Mandatory UIT Codes in Romania – What Transport Operators Need to Know
From January 1st, 2026, Romania fully enforces its transport compliance requirements through the RO e-Transport system. If your fleet operates to, from, or within Romania, this is something you should be aware of. The RO e-Transport system is currently mandatory for road transport to and from Romania. All transport that meets the legal thresholds must be declared and assigned a unique UIT code before the transport begins (or upon border entry for imports).
The UIT code requirement applies to:
- All international shipments (imports, exports, and intra-community acquisitions) involving goods above the defined weight (>500 kg) or value (>10,000 RON) limits.
- National movements of High Fiscal Risk goods that meet the same thresholds.
The UIT code must be:
- Generated no more than 3 days before departure.
- Included with transport documents (physical or electronic).
- Presented during inspections, including border and roadside checks where applicable.
Failure to generate or present a valid UIT code can result in:
- Fines and penalties from fiscal or customs authorities, which can escalate for repeated non-compliance.
- Transport delays or operational disruptions.
- Confiscation of undeclared goods in serious cases.
